Azerbaijan is adopting a broad reform package to attract technology companies and investors, using Estonia’s digital-state model and Singapore’s approach as examples.
The package centres on a zero-percent tax regime lasting up to 20 years for residents of qualifying technology parks. In drawing up the reforms, the authorities took Estonia’s digital state as one of their models.
President Ilham Aliyev has signed the digital-economy package, which enters into force on 1 January 2027. Azerbaijan’s minister of digital development and transport, Rashad Nabiyev, is linked to the policy.
